Doll w/ Asian face: ? Japanese bisque doll or other Asian Chinese porcelain doll

Asian doll.  I don't know if the costume is Chinese, Japanese, or other Asian.
This is the description from this exact doll from another website:
"Doll with China face:  China doll. Condition is Used but great shape, face, hands & Feet are either porcelain or china.
The doll wears a tall hat.  If you measure to the top of the hat it would be 7",
fingertip to fingertip she is 5 1/4".  Please ask any questions prior to purchase.
This doll is at least 30 years old and looks like you just bought"
The tag says: Forever International, so it may not be that old.
The eyes look blue.

I don't know much, except it is adorable with its cute clothes, hat
and bisque/porcelain face, hands, and knees down.
