Description

1852 -  Massachusetts'claim "against the General Government for services, disbursements and expenditures during the late war with Great Britan is just in law and equity."  Because the federal governemnt has refused payment, the Legislature of Massachusetts advises Congress that the state has appointed a special prosecutor to seek payment due.
